简要规则描述：本项目建设地点位于高东镇园二路杨园体育公园，共计约12724平方米，半圆形剧场面积接近2000平方米。由于周边缺乏绿化，吵民严重；剧场外围弧形廊架锈蚀破损，存在安全隐患；主园路积水严重，铺装破损，不便于日常使用；次入口健身空间较为局促，健身设施地面为硬质石材，存在安全隐患；中心广场周边地表露土，全园缺乏儿童活动场地。为了更好的方便市民使用，满足市民需求，公园在******居民的满意度，故拟实施杨园体育公园改造工程。施工内容：①拆除工程：原地坪拆除，种植土回填，原附属设施拆除清运； ②铺装工程：混凝土立侧石，宽步道改造及新建（沥青混凝土面层），石英砖步道新建及改造，塑胶铺装新建、改造（含划线），花岗岩铺装，新建广场台阶；③设施小品及配套工程：新建座椅，新建花坛，新建儿童配套设施，安装垃圾箱和标识牌，新建广场廊架； ④绿化工程：绿化种植，原绿化移植，营养土填充；⑤排水和电气工程：新建雨水口，开挖线性排水沟和排管，新建塑料井，安装照明设施。（具体数量及要求详见工程量清单及图纸） 。

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
